Answer

Bidder A

In Lot III item 1, Photocopier machine your require 32CPM A3 speed, its mean we have to quote above 60 CPM copier to meet this speed and second please clarify that you need Drum life 3 Million copies or 300,000 copies. As the heavy duty copiers have extended drum life which ensure lowest TCO.

1. The required specification is 36 CPM A4 and 18 CPM on A3.
2. Minimum drum life of 300,000 Copies

2

Bidder B

1. In LOT-III, Sr. No. 6.3.1, the specifications mention 36 CPM at A4 and 32 PPM at A3. This appears to be a typographical error, as photocopiers with 36 CPM at A4 typically offer only around 18–19 PPM at A3. We kindly request clarification or correction of this specification to avoid confusion during evaluation.

2. The specified drum life of 300,000 pages is highly brand-specific and not commonly available through most authorized distributors. We recommend either, Removing drum life from technical evaluation and instead requesting cost per click, or Revising the requirement to 100,000 pages, which aligns with industry norms and ensures fair, competitive bidding.

3. Most 36 PPM (A4) copiers in this category are equipped with up to 250 GB HDD. We suggest revising the requirement to allow 128 GB SSD or 250 GB HDD, which reflects the typical configurations offered by major brands.

4. We recommend allowing item-wise quoting for LOT-III or restructuring the lot accordingly.

1. The copying speed should be 36 cpm or higher on A4 and 18 cpm or higher on A3.
2. The minimum drum life of 100.000 Copies (This will supersede of clarification # 1(2)).
3. Please follow the bidding document
4. Please follow the bidding document

Bidder C

For turnkey solutions, we request leniency in the marking criteria. This clause alone carries 25 marks, which is a significant portion of the overall evaluation. Kindly consider excluding this clause to ensure fair and broader competition among participants. Looking forward to your favorable response.

Clarifications

1

Bidder A

LOT-1:
the electrical work at Dr site is complete with 150KVA Gen set and then again, it is mentioned 250KVA Gen set (Qty 2). Is it for Islamabad site or else. Need clarification on it.

Both are for DR site and follow the bidding document for specification.

Bidder B

LOT-1
Civil Work Data Center Facility
A thorough survey has been conducted of the site with regard to civil work for the preparation of Data Center Facility. Internal walls will have to be demolished to make room for the main Data Center Room as well as the Power Rooms and NOC etc.
The current condition of the roof is not good enough and there is a high risk that the roof may collapse during the demolishing of internal walls, and this could be very dangerous for the people working inside the building. Furthermore, due to the seepage inside the building the overall condition of the Facility has worsened.
Suggestion:
To avoid any further risk or damage to the building structure we suggest constructing a Greenfield Data Center in the space available within the same facility. The new facility will be built considering the Data Center standards and ideally the lifetime of the building will be much more as compared to the already existing building, which has a lot of issues.

DCF Facility will be reconstructed at the already designated place.

Bidder B

RFP Page 64 Section Rack: at point 15 Single / Three phase PDU is mentions as per the load. While at point 16, 32A three phase PDU is mentioned. Kindly confirm whether racks for MMR and Staging should also have 32A three phase PDU or 1P 32A PDU shall suffice.
Confirmation of the same is required.

Single phase 32A will be suffice.

4

Bidder B

RFP Page 65 Section 2.2: there is a contradiction in the statements at one point UPS 15 minutes backup is required on Full load, while on the same page it also mentions “Backup time required is 15 minutes runtimes at 70% load for each UPS Path.”
Confirmation with regards to battery backup at Full load or 70% load is required.

15 Minutes Backup required on full load.

5

Bidder B

No specific requirement of Precision In-row cooling units is mentioned in the RFP. Kindly confirm the rating of cooling units or the bidder can propose rating of cooling units on their own.

Precision cooling will be from the same vendor as DCF POD. Precision Cooling Units will be bidders responsibility to design as per the OEM recommendations.

Bidder B

RFP Page 67, section 2.6 (Inter Sites connectivity (Primary and DR) (Redundant)):

1) Site Survey:
We would like to submit here that in order to submit the proposal for LOT No 1 there are major dependencies to design the solution.
Proposed DR site detailed proper survey is required by our technical teams in presence of your key team members, as we don’t know which premises / building is selected by you in Radio Pakistan Lahore compound. Without detailed technical survey of proposed building no one can design the appropriate solution.
Further Official pre-bid meeting is required to address technical queries of the bidders after the requested survey. arrange site survey
You are therefore requested to please schedule Site survey subsequently official Pre-Bid meeting where post site survey can be discussed for key solution offering.

2) Extension: Based on above request for such a crucial data center facility project we required minimum 3 to 4 weeks’ extension should be granted urgently.

we have already arranged site survey for the companies who had coordinated with us and requested for the site visit. We may arrange the same if request was received in due time.
