Reference to Misc. Requirements evaluation criteria suggests that partner should incur cost in addition to the Scope of the RFP Requirements. Kindly clarify why bidder should offer additional features in a tendering competition project.

Bidder with in-depth experience of domain in which they proposed solution can offer additiona features/value based on their experiences and those features are "value additon" of the bidder in that specific domain. To ensure better value of money the PA will evaluate the proposed solution for any value added feature and grant bidder additional points.

RFP has not mentioned any incurrence of additional cost exact words quoted as below: "Any additional Feature with in same cost = 02 points for each Feature (Max 10 points) "

RFP Statement: The OEM be present in Pakistan for the last 10 years
NH Query: For Servers, most of the leading OEMs do not have a presence in Pakistan and are operating through Authorized distributors.
Therefore, it is requested to please relax this clause with either OEM presence or the distributor’s current presence in Pakistan.
So that maximum OEMs/brands can participate in this RFP and create a healthy competition for MOIB.

RFP Statement: 75 percent of the Performance Guarantee shall be withheld to cover the Supplier’s warranty obligations
NH Query: This seems like a typo, please confirm that Performance guarantee will be 5% of Contract value.

Bidder will be awarded 10 marks if Turnkey solution is proposed.

What if a bidder only participates in all lots, just for the sake of getting 10 marks.

In such case, if the bidder does not comply and does not qualify in a specific lot; will the bidder be disqualified in that Lot?
Will that bidder still be awarded 10 additional marks, even if they are disqualified from one of the Lots?

If otherwise, what will be the procedure?
Bidders will be technically evaluated/rejected if they offer a substandard solution.

Kindly clarify how these 10 points, mentioned in clause 7 of evaluation criteria, will be allotted.

Longer Warranty period, after sale service, and / or post installation / commissioning support (After 03 Years) = 05 Point for each additional year (Max 10 points).
If a bidder offers warranty for 3+1 years, he will be awarded 5 marks, in case of 3+2 years he will be awarded 10 marks.

Bidder D • Item 6.1 The Contractor shall provide diesel generator with 250 KVA Prime Rating International brand (Perkins UK, Siemens or Equivalent. Perkins availability now a days is a challenge will the accept Cummins China?
• The bidder will be responsible for the replacement of all consumables after 250 running hours (OEM Guidelines) or 06 months whichever is earlier throughout the First Year period After Data Center Site Hand-Over . It means Gen set warranty will be One Year not 3 Year
• Item 6.2 AVR 250 KVA : IP rating will be 54 as IP65 not available.
• Response time shall be <10 ms or lesser . Change to mention 10m/s to 20m/s.
• Item 6.3 Scope not clear so site survey required.
• There is no scope of Power Room , NOC Room / Video Wall so need to discuss with customer for DR site.
• There is no Cable , Tray BOQ so get the Layout plan from customer to conduct site survey.
• There is no Power panels / Earthing / Gen set Scope of DR site discuss with customer.

• 3.4 Data Rack for placement in DR Site. They mentioned 3+ 1 and what is meant by this do they need 1 New Rack and 3 Existing as Re-Allocate as mentioned in LOT 1 or Total Racks will be 7. 4 New and 3 Re-Allocate.
• There is no details of UPS do they need Modular UPS or non-modular UPS?
• What is required backup time? 
• 3 years 24x7x4 Warranty & Support . Do they need resident Engineer
• Have active SLAs with all the services providers such as physical security, cooling, fire suppression, CCTV, UPS, Generators etc.  It might be issue as we have couple of DCF under warranty where we are given support.

• Do we need to move these 3 Racks from ISB to Lahore? If yes then need to involve cmc team.
• Will these Racks installed in same DCF room or in separate Room in Lahore?
• Do they need Modular UPS or non-modular UPS? As in RFP no details or BOQ.
• What is required backup time?
• Have a DCIM system in place and access to the system is to be provided to the customer for remote monitoring . DO they need DCIM to connect with Primary Site ISB or not? 
• Unlimited maintenance visits (24/7/365) shall be allowed to MOIB representatives and vendors. Do they need Resident Engineer
• 28. The uptime for utilities and services (e.g. power, connectivity etc.) be 99.999%. Do they need Resident Engineer
• 29. If MOIB wishes to upscale racks, power, internet bandwidth at any time of the year, pricing applicable shall be as per the quoted prices within a contract period. How to manage this caluse?

organizations have the certified Facilities in Lahore please confirm whether the compliant DCs
also qualify to Participate. Also confirm that if any organization has certified DC in Karachi so can the relocation be proposed there.
