INTRODUCTION
The Implementation Tribunal for Newspaper Employees (ITNE) was established through Act No. LXXVIII of 1976 by adding 12A in the Newspaper Employees (Conditions of Service) Act, 1973. Sole function of the Tribunal is to implement the Award of the Wage Board constituted under Section 9 of the said Act for journalists and non-journalists. So far eight Wage Board Awards have been announced. It is a quasi judicial single member Tribunal, presided by a person who has been, or is, or is qualified to be a judge of a High Court.
MISSION/VISION
The main function of the Tribunal is to implement the Wage Board Award. The Tribunal would make efforts to decide the pending cases within the shortest possible time by observing procedure prescribed under the law.
The 8th Wage Board Award has been published under Section 11 of the Newspaper Employees (Conditions of Service) Act, 1973 and efforts to be made to implement it in letter and spirit.
Pending cases to be decided within shortest possible time and efforts to be made to effect recovery of the money due under the orders of the Tribunal.
FUNCTIONS AND SERVICES
The sole function of the Tribunal is to implement the Award of the Wage Board constituted under Section 9 of the Newspaper Employees (Conditions of Service) Act, 1973.
Two types of cases are filed before the Tribunal. One is Suo-moto, initiated under sub-section (6) of section 13 of the Newspaper Employees (Conditions of Service) Act, 1973. It is mandatory for all the newspapers publications throughout the country which come under the criteria of Wage Board Award. Second is filed by the individuals under rule 15 and 16 of the Implementation Tribunal for Newspaper Employees (Procedure & Function) Rules, 1977.
SUB-OFFICES/REGIONAL OFFICES
Headquarter of the Tribunal is situated at Islamabad. Jurisdiction of the Tribunal is all over the country. It has no sub-offices or regional offices.
